Lee Chapman is director of Commercial & Industrial Marketing, with overall responsibilities for customer service and community involvement related to business and industrial customers. He attended the University of Georgia, where he obtained a Bachelor of Arts degree in political science. In 1990, Lee completed his master of business administration degree at Brenau University. Lee began his career with Jackson EMC in 1988 as a Residential Marketing Representative. From 1990 to 1997, he worked as a Commercial and Industrial Representative and was named division director of C & I Marketing in 1998.

An active member of the Jackson County Chamber of Commerce, he is a 1997 graduate of Leadership Georgia and 2003 graduate of Leadership Jackson County; active in the East Hall High School Council and is Tip-Off Club President; and a member of the Commerce Kiwanis, Georgia Economic Developers Association, International Council of Shopping Centers, and the Blackshear Place Baptist Church.

Gainesville District
Service Area: Hall County and portions of Lumpkin County

David Lee

"Jackson EMC plays a vital role in the effort to promote continued 'smart-growth' in our communities. At the same time, we still embrace the 'small town' values that have made us successful for more than 65 years."

David Lee joined Jackson EMC in May 1999. He received his bachelor of business administration degree from the University of Georgia in 1991. David is a member of the Hall County Chamber of Commerce and the Gainesville Kiwanis Club.

David serves as an active member of several professional organizations including the Georgia Economic Developers Association and the International Council of Shopping Centers.

Gwinnett District

Randy Dellinger

"We are not the largest electric power company around, but I think that is why Jackson EMC is so successful in gaining new customers who have a choice. Randy Dellinger has been with Jackson EMC since 1988. He obtained his Bachelor of Science degree in agriculture mechanization technology from the University of Georgia. In 1993, Randy completed his MBA at Brenau University. He serves on the board of directors of the Gwinnett Chamber of Commerce and the Gwinnett Student Leadership Team. A graduate of Leadership Gwinnett, He is also a member and past president of the Lawrenceville Rotary Club and a member of the Council for Quality Growth.

Todd Evans

"I believe a successful business relationship is built on attention to detail, honesty, exceptional customer service and prompt follow-through. It is easy to have this philosophy when you remember that it is the customer who owns the company."

Todd Evans came to the cooperative in 2002 from the Development Authority of Bainbridge and Decatur County, where he served as Executive Director for 5 1/2 years. Todd is a graduate of the University of Georgia and is continuing his education as an MBA student at the University of Georgia Gwinnett Campus.  He grew up in Lithia Springs.

Todd is a 2006 graduate of Leadership Gwinnett.  He is active in the Gwinnett Chamber of Commerce, the Athens Chamber of Commerce, the Georgia Economic Developers Association, the Rotary Club of Peachtree Corners and the Council for Quality Growth.

Joe Hicks

Joe Hicks has been with Jackson EMC since 2002. He is a graduate of the University of Georgia. Joe was a Residential Marketing Representative for three years before joining the Commercial and Industrial team. He is a member of the Georgia Economic Developers Association, the Gwinnett County Chamber of Commerce, the Council for Quality Growth and the Braselton Rotary Club. He is a graduate of Leadership Barrow and he serves on the Board of Directors of the Barrow County Chamber of Commerce as well as the Board of Directors of the Foster Children's Foundation.

Service Area: Jefferson and Neese Districts including Jackson, Banks, Barrow, Clarke and Madison Counties

Scott Martin

Scott Martin has a Bachelor of Science degree in industrial engineering technology with a minor in technical sales from Southern Polytechnic State University. Scott is an active member of the Jackson County Chamber of Commerce, which he serves as a member of the Board of Directors and as chairman of the Economic Development Committee. He also serves as chairman of the Jackson County Industrial Development Authority and is active in Leadership Jackson.

Scott is on the Board of Directors for the Tumbling Waters Society and on the Business Information and Technology Board of the Commerce City Schools. He is past president of the Commerce Kiwanis Club. He is a member of the Georgia Economic Development Association.
